In a long line of cases decided by this Court, it did not withhold the grant of compensation to a contractor notwithstanding the dearth of the necessary documents, provided the contractor substantially shows performance of the obligation under the contract. FACTS Sometime in June 1991, Mount Pinatubo erupted generating several meters of volcanic ash which crippled the areas of Pampanga, Zambales, and Tarlac.
